Independent Commission Members Required

As part of The FA’s Regulatory Amendments for the 2017/18 season, we are looking to appoint local members for a County Association Independent Discipline Panel.

From 1st January 2018, Independent Commission Members are required to sit on all Essex County FA hearings in a decision which provides an opportunity for those not operating within the County FA Council to be incorporated into the discipline process and give the benefit of their skillset and expertise on decisions.

We are looking for a diverse group of committed individuals across the county, with a variety of backgrounds which will be reflective of the local community and local football teams. Applicants need to be independent from The FA and County FA structures and, to be considered for anti-discriminatory cases, have relevant experience of equality and/or judicial fundamentals to sit and adjudicate on such cases.

In addition to Independent Commission Members, and to improve the efficiency and effectiveness of Discipline Commissions, every commission will have a qualified Commission Secretary, ensuring personnel sitting on cases are fully compliant and aware of discipline processes and FA regulations.

Clubs receiving red cards this season will also note that automatic suspensions will commence seven days from the date of the offence, as opposed to 14 days in 2016/17. The onus is on the player and club to ensure the suspension is served, irrespective of whether paperwork is received or not and whether a notification has been sent on the Whole Game System.

Changes have also been made to late fines. When a late payment fine is applied this will be due 14 days from the issue of the fine and will amount to 25% of the original amount invoiced. Failure to pay will result in a club suspension on the first Monday seven days after the monies were due.

Finally, the Governance Department would like to draw attention to the guidance issued to leagues concerning team suspensions and the withdrawal of fixtures by a league. A document has been prepared, which is available at the bottom of this page, and has been distributed to all leagues.
